In reference to the widow's case now before the Coroner, as to the deaths of this man sent from an Immigration Dépôt in this City, and also referring to the documents and memoranda in this office relative to the gross abuses and degrading conditions in the Tung Wah Chinese Hospital, I think the opportunity favorable for establishing a really good Hospital for sick and moribund Chinese, conditionally that its Regulation and general superintendence be subject to Government control.
